「私はいつも一番安い物を買うことにしています」というのは、シンプルな表現でI always buy things at the lowest cost.といいます。always = いつも at the lowest cost(またはprice) = 一番安い価格でI always buy the cheapest things.という言い方もあるかもしれませんが、cheapは「品質や見た目が悪い」というニュアンスもあるので、その代わりにat the lowest costにしました。

I always buy the cheapest =いつも一番安いのを買う「何を買うにしても」と言う意味合いを足したいのであればI always buy the cheapest of anythingと言います。I make it a rule to only buy the cheapest＝一番安いものしか買わないと決めているんだ。後者は堅い意思を感じます。
