The above e.g. maybe said in the event of a group member never showing up ( e.g. college project) to meetings, and after a new member joins and eventually asks why that person is never present, then he may be deemed as a non participant.

上の例は、例えば学校のプロジェクトのような会議に会員が一度も現れない時に言われるでしょう、そして新会員が加入後になぜその会員が一度も出席しないのか尋ねると、彼は参加者ではないとみなされるでしょう。

「入会はしたけれど形式的に籍だけある会員」は、いくつかの言い方が可能です。英訳①　members who don't participateparticipateは「参加する」という意味の動詞です。より短いのがこちらです。英訳②　non-participating membersあるいは、文字通り説明すると次のようになります。英訳③　members who sign up but never come to anythingいかがでしょうか。ご参考になりましたら幸いです。

A no show is one of those people we all know and...(don't get a chance to love) never know; because they are never around...Despite having professed a deep commitment...Err they just don't show up on the day.
